Mr Darling announced the move to the House of Commons during his Pre-Budget Report yesterday (December 9th 2009), adding that transport secretary Lord Adonis would lay out further details of the proposed engineering work in the coming weeks.

The chancellor also reaffirmed the government's support for the £16 billion Crossrail project to improve railways in London and the south-east of England.

He additionally confirmed that planned upgrades to the M1 would still be taking place, despite stressing a need to cut government borrowing in order to reduce the national debt.

Last month, Lord Adonis told the BBC that plans to install a high-speed rail network across the UK will take decades to complete.

He admitted that such a large-scale engineering job would take around 20 to 30 years to finish.
